Winona Jackson

Founder

Metro Home Health Services, Inc. set up offices in January, 1981 and began providing homemaking services to clients in their homes. At that time efforts were started in the development of the Certificate of Need Proposal to establish a Home Health Agency. In the proposal, Metro targeted the Milwaukee inner city north and south areas which have been designated as medically under served areas by the Federal Government. The proposal was completed and submitted in May, 1982. The Wisconsin Department of Health and Social Services, Division of Health granted Metro a Certificate of Need on June 15, 1982. On October 8, 1982 the Agency became provisionally licensed to provide home health care services. On December 23, 1982 Metro received its regular license as well as its Medicare Certification as a home health agency. During the first quarter of 1983 Metro applied for Title XIX Medicaid Certification and received Certification for Medicaid in May 1983.
